How is risk calculated?

PIONEER Risk & Rehab uses mature but transparent methodology to output a Risk score for every asset, and gives you flexibility to customize it.

Likelihood of Failure (LoF): Derived from defect data in your CCTV inspections (AutoCoded or manual PACP codes), pipe age, material, and other asset attributes. LoF factors can be added from your GIS data, and weighted.
Consequence of Failure (CoF): A list of the impacts of an asset failure, such as proximity to key buildings and environmental features, accessibility, and position in the network. We provide an industry-standard default set based on available data, but you can add or edit factors to reflect local priorities.
Risk Recipe (weights & logic): The scoring matrix that tells the analytical engine how to score factors and how much each factor matters. We include a Default Risk Recipe; you can copy it and tune the weights or swap factors to create a Custom Risk Recipe.

Risk & Rehab combines LoF and CoF with your current Risk Recipe, and assigns a 0 to 5 score.

Can I customize my Risk calculations?

Any time you tweak factors or weights, scores and recommendations recalculate instantly. You can save formulas as a “Custom Risk Recipe.” That allows you to select which factors to include in your calculations and how to weight them.

What is the Structural Benchmark?

The Structural Benchmark is an indicator and Risk factor unique to PIONEER. It compares an asset to all of the other data in our system for pipes of similar characteristics (e.g. material, diameter) that have been through AutoCode.

Each asset is assigned a 1-100 score based on its structural condition:

1 = among the best condition in the dataset
100 = among the worst condition in the dataset

This benchmark gives you an instant, data-driven view of where each pipe truly stands.

How do your Recommended Actions work?

Our Data Analytics and AI team has worked together with civil engineers and trenchless rehabilitation experts to provide thoughtful recommended actions for your team to review. These include Maintenance activities, Repair, Rehabilitation and Replacement. We have two methods for deriving recommended actions. One is based on decision logic, where the asset;s data is run through a number of parallel decision trees - essentially flowcharts - to output recommended actions. These decision trees are constantly being updated and are visible inside the product. They can be customized as well.

We are also offering a set of AI powered recommendations, where a large language model (LLM) has been provided the specific characteristics and conditions of each pipe and has used its knowledge of expert publications, pipe conditions, rehab methods, and nationwide cost data to provide a detailed explanation of possible actions and their justifications. Users may interact with the AI by asking clarifying questions, and help improve it by giving feedback in chat.

Rehab Planner lives inside Risk & Rehab and turns every pipe’s risk score into an actionable capital plan. In one view you can:

Zoom in on what matters: focus on certain geographic regions or types of asset
Build work packages: Group high-priority assets by age, location, pipe type or rehab method
Funding insights: Flag assets that qualify for grants, bonds, or internal budget buckets.‍
Build projects: export to CSV or geodatabase, and coming soon - push to your asset management system

Does Risk & Rehab work without AutoCode?

Yes. Risk & Rehab can run on any PACP-coded inspection data—whether it was AutoCoded by our AI or coded manually. You’ll get the fastest results and the richest defect detail with AutoCode, but it’s not a prerequisite.

Can Risk & Rehab provide me with estimated costs of construction?
