Webinar: Risk & Rehab LIVE — Feat. DELCORA and Sonoma County Water

SewerAI launches Risk & Rehab with a live 54-minute webinar featuring DELCORA and Sonoma County Water — two key utility partners who helped shape the product — showing how AI turns inspection data into defensible rehab plans in minutes, not months.

Every day we delay, between 60 and 205 sanitary sewer overflows hit U.S. communities. Raw sewage backs up into homes, spills into waterways, and puts public health at risk. The problem isn't a lack of inspection data — it's that turning that data into defensible, prioritized rehab plans has always taken months. By the time a plan is ready, the data is already stale.

On August 14, 2025, SewerAI hosted the live launch event for Risk & Rehab — a new product designed to change that. The 55-minute webinar brought together the SewerAI team and two utility partners who helped shape the product from the ground up: Jim Cardalsa of DELCORA (Delaware County Regional Water Quality Control Authority) in southeastern Pennsylvania, and Danny Kulvin of Sonoma County Water in California.

The Problem Risk & Rehab Solves

Traditional risk assessment workflows are slow by design. Utilities collect inspection data, hand it off to consultants, and wait months for a capital improvement plan — only to find the underlying data has aged out of relevance. The result is reactive maintenance, deferred decisions, and infrastructure that continues to deteriorate.

Risk & Rehab is built to compress that timeline from months to minutes. By combining AI-powered inspection analysis with GIS data and consequence-of-failure modeling, it gives utilities a living, defensible risk map they can act on immediately.

Color-Coded Risk Map

The centerpiece of Risk & Rehab is an interactive map that displays every inspected asset color-coded by risk level. Users can filter by inspection date, risk level, and recommended action — giving operations teams an immediate visual of where to focus resources. Uninspected assets are also surfaced and prioritized using GIS attributes and consequence-of-failure factors, including proximity to water bodies, schools, and hospitals.

Alongside the map, a sortable table view gives engineers the full picture for each asset: total risk score, likelihood of failure (LOF), consequence of failure (COF), structural benchmark, and relevant GIS attributes. Everything needed to justify a capital decision is in one place.

Customizable Risk Recipes

No two utilities weigh risk the same way. Risk Recipes let teams tune the model to their priorities using adjustable sliders for pipe age, diameter, depth, material, and consequence factors. The result is a risk framework that reflects local conditions and organizational values — not a one-size-fits-all algorithm.

AI Recommendation Engine

For each asset, the AI Recommendation Engine produces a natural-language explanation of the recommended action — whether that's trenchless point repair, full lining, or cleaning. Each recommendation includes:

  • Photos pulled directly from the inspection footage
  • Engineering considerations specific to the defect and pipe conditions
  • Cost estimates for the recommended repair method
  • Confidence levels so engineers know how much weight to give each recommendation

Interactive AI Chat

Engineers can go deeper on any asset using the built-in AI chat interface. Ask follow-up questions about a specific pipe, get engineering specifications, or find qualified contractors in the area — all without leaving the platform.

Asset Tagging for Capital Planning

Assets can be tagged directly within the platform to support downstream workflows. Tags include capital planning, cleaning, inspection, lining, and point repair — making it easy to export prioritized work lists and feed them into existing project management or asset management systems.

Customer Roundtable: Real Utilities, Real Results

The second half of the webinar featured a candid roundtable with two utility customers who were involved in shaping Risk & Rehab before its public launch.

Danny Kulvin — Sonoma County Water

Sonoma County Water's journey with SewerAI started with manhole inspections. Using GoPro footage and SewerAI's AutoCode technology, Danny's team was able to inspect more than 35 manholes per day — and knocked out their entire system in under a year. From there, they added PACP pipe inspections to the workflow.

Now, Sonoma County Water is testing Risk & Rehab to overlay PACP inspection data with their existing capital improvement projects. The goal: a single, unified view of where the system stands and what needs to happen next.

Jim Cardalsa — DELCORA

For DELCORA, the shift has been philosophical as much as technical. Before Risk & Rehab, the team relied primarily on NASSCO scores to push pipes into capital repair queues. The process was straightforward but incomplete — structural condition alone doesn't tell you what's at stake if a pipe fails.

Risk & Rehab introduced consequence of failure into DELCORA's decision-making. Now, Jim's team asks: what happens if this pipe fails? Does it impact the Delaware River? Is it near a school or a hospital? That context changes everything. As Jim put it, it changed the way they look at things — beyond just structural integrity.
